HISTORY April 1991 - The Spartanburg Housing Authority purchases and renovates 20 houses scattered throughout the city for subsidized rental housing with new federal grant money. The Housing Authority received a $1.47 million grant from the U.S Department of Housing and Urban Development, the funds boosted the agency’s stock of scattered individual housing sites from 16 to 36. June 26, 1992 – Frank Gooch, Executive Director retires after 24 years of service. July 1993 - Spartanburg Mayor James Talley returned to his childhood stomping ground to remind tenants that public housing is only a stop-over on the way to homeownership. Talley, who lived in Phyllis Goins four years before going to college, met with tenants and leaders from four south-side churches to improve race relations and change the perception of a complex marred by drugs and violence. Did You Know? Family Self-Sufficiency (FSS): The FSS Program can assist from 50 – 75 residents in their journey toward becoming the person they want to be; both in gaining financial independence and the ability to achieve their lifelong goals. Residents are mentored individually in the path toward completing goals they establish themselves. The areas of opportunity include educational, job training, income expansion, and building financial resources such as credit repair and budgeting. The program is open to both Public Housing (PH) and Housing Choice Voucher (HCV) residents. When they graduate from the program in five years or less, money accumulated through escrow can be used toward future success as a homeowner or anything else identified as their final goal in the program. Elderly and Disabled Services: Our Elderly and Disabled Services is a program which allows elderly or disabled residents to live in their own apartments longer, rather than having to transfer to an assisted living or nursing home. Elderly residents are defined as those being 62 years of age or older and disabled is defined as individuals receiving Social Security disability income. Health education and wellness programs are offered, as well as safety and resident outreach activities. Individual assistance is available when needed with Medicare issues, transportation scheduling, and daily living activities.
