Vacant Cammie Clagett apartments to be demolished
Staff Writer

More than 100 vacant apartment units at Cammie Clagett Courts in the Highland community are on tap for demolition this year.

Spartanburg City Council on Monday approved the city’s use of $1.61 million in Neighborhood Improvement Program funds to purchase and demolish a portion of the remaining apartments at the 45-year-old housing complex.

The program funds, which are granted by the S.C. State Housing and Finance Authority, will allow the city to purchase 58 of the apartment units on Bunker Street and Highland Avenue.

The apartments are owned by the Spartanburg Housing Authority.

Martin Livingston, the city’s neighborhood services director, said staff will be requesting additional funding through the program for the final 52 apartment units.

The estimated demolition cost is about $15,000 per unit, Livingston said.

“We’ve talked with the S.C. State Housing and Finance Authority and presented that we needed a total of $3.8 million to complete all of Cammie Clagett demolition, and they were supportive of that process,” he said.

Under the state program, demolition of all 110 units will need to be completed by Nov. 30, Livingston said.
